According to the 2016 International Energy Efficiency Scorecard, Germany holds the top spot in the rankings for 2016 with a score of 73.5 out of 100. 

This study examines the energy efficiency policies and performance of 23 of the world’s top energy-consuming countries which represent 75% of all the planets energy consumed. 

This study is based on 35 metrics to evaluate every country’s national commitment to energy efficiency, policies, performance in the buildings, industry, and transportation sectors.
